Our Approach
At JL Planning, we provide clear, practical planning advice to a wide range of clients from developers and commercial clients, to farmers, landowners and homeowners. Based near Liskeard, we primarily work with clients across Devon and Cornwall, while also supporting projects throughout the UK when required.

Meet the Director
Jonathan Luker founded JL Planning with the goal of providing an honest, client-focused planning consultancy built on professional expertise, practical advice and local knowledge.
With over two decades of professional experience, Jonathan personally manages every project, providing clients with a consistent point of contact from the initial enquiry through to the final outcome. His straightforward, proactive approach ensures clear communication and tailored advice at every stage of the planning process.
Jonathan's career includes extensive experience within local government, where he assessed and determined a broad range of planning applications. His expertise spans major residential and commercial developments, householder proposals, listed buildings, barn conversions, agricultural and rural diversification schemes, and tourism developments.
This breadth of experience gives Jonathan a comprehensive understanding of the planning system from both the local authority's and the applicant's perspective, enabling him to provide practical, solution-focused advice that helps clients navigate the planning process with confidence.
Being based in Cornwall means we understand the planning issues that matter locally as well as the challenges facing development in the region. While much of our work is across Cornwall and the South West, we also support clients throughout the UK where specialist planning advice is required.

Jonathan secured our new planning, allowing us to operate on Sundays and evenings.
